ABOUT THE DEPARTMENT

The Shasta County Health and Human Services Agency
 (HHSA) partners with communities to protect and improve the health and well-being of Shasta County residents. Established in 2006, the HHSA is organized into four branches: Children’s Services, Adult Services, Public Health and Economic Mobility, with a centralized administration. The HHSA promotes optimal health for all. The frail, the abused, the mentally ill and those without resources look to the HHSA for services and resources to meet their basic needs, and to protect their health and safety. This transformation improves efficiency, avoids unnecessary duplication of effort, encourages collaboration among programs and organizes the HHSA’s services to be more responsive to the needs of the public.

ABOUT THE POSITION

The current opening exists within the Business and Support Services Branch of the Health and Human Services Agency, specifically the Compliance & Quality Improvement Unit, and will fill one half of a job shared position. This is a part-time position that includes benefits. Job sharing is further defined in the UPEC – Professional Memorandum of Understanding, 
Article 10.3.

This position is not a direct clinical services position, however, applicants 
should have the education/experience necessary to provide professional rehabilitative, case management, counseling, and medically necessary treatment services to seriously emotionally disturbed adults and children; and to do related work as assigned including internal and external chart auditing, service utilization review, maintaining documentation standards and communicating standards to clinical staff, monitoring activities to ensure quality of service delivery and compliance with the Mental Health Plan contract, training, Medi-Cal site certification, and researching and interpreting and applying federal, state and local regulations.

In the non-direct clinical service setting, under general supervision, to provide clinical and administrative functions that support the documentation and delivery of high-quality treatment services to seriously emotionally disturbed adults and children and to ensure compliance with federal, state and local regulations governing the provision of these services; and to do related work as assigned.

DISTINGUISHING CHARACTERISTICS
This is a licensed Mental Health Clinician classification. Upon entrance into this class, incumbents are expected to be fully trained and licensed by the California Board of Behavioral Science Examiners. Employees in this class carry a caseload, delivering biopsychosocial rehabilitation services and assessment to mental health clients.

 

EXAMPLES OF ESSENTIAL DUTIES

 

A person in the non-clinical role could still have a minimal role with the duties generally typical of a Mental Health Clinician II as outlined here: Performs case management and rehabilitative treatment services with seriously emotionally disturbed adult or child clients and their families; develops treatment plans; gathers data relative to client’s personal, social, and emotional history by interviewing client, relatives, friends, teachers, and employers; prepares social case histories with particular emphasis upon psychosocial factors affecting the client; participates directly in individual therapy and group therapy programs for children, adults, and families; coordinates with other team members and with community agencies in carrying out treatment plans; interprets and explains to clients, relatives, and community groups the social and emotional factors related to emotional disorders. Attends staff conferences; team meetings; in-service training sessions; and continuing education or required training sessions. Maintains documentation of biopsychosocial rehabilitative services and assessment of mental health clients.

 

TYPICAL QUALIFICATIONS

 

Any combination of education and experience sufficient to directly demonstrate possession and application of the following:

Knowledge of:
 Principles, procedures, techniques, trends, and literature associated with biopsychosocial rehabilitation; documentation standards associated with public and private reimbursement systems and Federal financial compliance; and scope and activities of public and private health, social service, and law enforcement agencies.

Ability to: Apply the principles of biopsychosocial diagnosis and treatment planning; establish and maintain the confidence and cooperation with an interdisciplinary team; maintain an objective and empathetic understanding of mental illness, be tolerant, use tact, and maintain emotional stability; and establish and maintain cooperative working relationships with staff, mental health, health, and social services professionals, contract providers, County and State representatives, consumers and their family members, community groups, and the general public.


These employment standards are typically attained with
 possession of a valid license through the California Board of Behavioral Science Examiners.

SPECIAL REQUIREMENTS
  • Incumbents are required to maintain appropriate licensure through the California Board of Behavioral Science Examiners.
  • Positions in this classification will require a valid driver’s license.

IDEAL CANDIDATE
The ideal candidate for the Compliance & Quality Improvement Mental Health Clinician II will work well in a team environment and be able to handle multiple projects with different competing priorities effectively. Strong communication skills, including interpersonal skills and public speaking, are highly desirable. Experience with providing services for children and adults with severe mental illness; utilization review of mental health treatment services; interpretation of local, state or federal regulations; writing policies & procedures; or providing group trainings would also be beneficial.

NOTE:

THESE BENEFITS DO NOT APPLY TO EXTRA HELP EMPLOYEES

Holidays:
12 paid holidays (96 hours) per year.

Vacation:
10 working days a year during the first three years of service; 15 working days a year – 4 through 9 years of service; 17 working days a year – 10 through 15 years of service; 20 working days a year – 16 or more years of service. Note – accrued vacation leave may not be used until after six months of employment. For purposes of vacation accrual, a working day is no more than 8 hours.

Sick Leave:
96 hours of sick leave are earned each year with no maximum accrual. Employees terminating in good standing after completion of 5 years of continuous service will receive a pro-rata payoff of accumulated sick leave. Unused sick leave may be converted to PERS service credit upon retirement. Note – accrued sick leave may not be used until after three months of employment. Accrued paid leave benefits are used in conjunction with FMLA/CFRA as appropriate.

Bereavement:
Maximum of 24 hours for each non-concurrent death in the immediate family.

Health Plan:
Shasta County contracts with PERS for medical insurance and has an alternative Blue Cross plan. Employees in the Teamsters bargaing unit are insured through a Teamsters Trust plan. Depending on the plan selected, the County pays most, or all, of the employee premium, and contributes a portion of the dependent premium. Contributions are made for a portion of a retiree’s insurance premium.

Dental Plan:
The County pays a portion of the employee’s and dependents’ premium for dental insurance. The employee pays the full premium during the first six months of coverage.

Vision Plan:
The County pays the employee premium and employees may enroll dependents at their own expense.

Life Insurance:
The County pays the premium for life insurance for most employees. The amount of coverage varies by bargaining unit.

Retirement:

The County is in the Public Employees’ Retirement System (CalPERS) coordinated with Social Security (note – not all Safety members’ benefits are coordinated with Social Security). Members hired prior to May 8, 2011 are covered under the Safety retirement provisions with a 2% @ 55 benefit. Members hired after May 8, 2011 but before January 1, 2013 are covered under the Safety retirement provisions with a 2% @ 60 benefit. Members hired after January 1, 2013 are covered under the California Public Employees Pension Reform Act (PEPRA) with a benefit formula of 2% @ 62. Please review the specific MOU for stipulated retirement formulas.

Employees pay 7.75% of his or her salary, on a pre-tax basis for a period of time as specified in his or her labor contact, or Personnel Rules as appropriate.

Miscellaneous:

  • Deferred Compensation plans available through specified companies.
  • IRC Section 125 plan available for pre-tax payroll deductions for contributions towards un-reimbursed medical expenses and dependent care.
  • Optional insurance products are available.
