Job Overview
The Department of Health and Human Services (DHHS) is dedicated to ensuring the health, safety, and well-being of all North Carolina residents, particularly the most vulnerable – children, elderly, disabled and low-income families. Based in Raleigh, DHHS has 27 divisions and offices across the state and oversees 14 facilities including psychiatric hospitals, alcohol and drug abuse treatment centers, centers for people with developmental disabilities, neuro-medical units and psychiatric residential treatment facilities for youth. DHHS works closely with health care professionals, community leaders and advocacy groups; local, state and federal entities; and many other stakeholders to fulfill this mission.
The Division of Mental Health, Developmental Disabilities and Substance Abuse Services is the State agency charged with responsibility for developing, providing and overseeing publicly supported mental health, developmental disabilities, and substance abuse services in North Carolina. Sources of funding managed by DMHDDSAS include primarily state appropriations and federal grants. The Division collaborates with other agencies (DPS, DPI, DHSR, DSS, DMA, county commissioners, DPH) to ensure adequate services for the underinsured, uninsured, and Medicaid recipients. The DMHDDSAS carries out its responsibilities through a system of local mental health authorities/managed care organizations known as Local Management Entities/Managed Care Organizations (LME/MCOs), as well as through contracts with local providers, advocacy organizations, and hospitals. The DMHDDSAS collaborates with other state agencies within and outside of NC DHHS to improve services and supports related to mental health, substance use and intellectual and other developmental disabilities.
Responsibilities include:
Develop policy, plan, implement and coordinate with the other DMHDDSAS sections/teams responsible for promoting best practices and with the LME/MCO team who work as liaisons between the division and LME/MCOs and provider networks. Provide consultation for internal and external planning committee(s) for funding opportunities
Assist with program development, interpretation and implementation of rules and regulations, program standards, licensure or certification needs, and new initiatives that are highly complex and have significant impact on community mental health services.
Provide training for new policy and procedures and establish performance requirements.
Program assessment including the data collection, analysis, and reporting. Serve as a liaison or coordinator with other agencies, service providers, advocacy groups and other stakeholders to enhance service provision.
Work includes development of policy based on laws, regulations, and rules; develops standards and/or procedures; service definitions.
Addressing needs expressed by advocacy groups, partnering with key service providers, providing leadership for program design. Develop new program models and incorporates emerging trends and best practices into program activities. Conduct research and partner with academic programs in developing and implementing new models. Serve on a number of committees, councils, boards, etc.

Extensive knowledge and experience in the North Carolina DMH/DD/SAS system
Experience with developing, managing and/or monitoring services and program models
Experience in collaborating with stakeholder groups to accomplish mutual goals
Demonstrated strong ability to communicate and present information orally and in writing
Master’s degree in a discipline relative to the program from an appropriately accredited institution and three years of related experience; or Bachelor s degree in a discipline relative to the program area from an appropriately accredited institution and five years of related experience; or an equivalent combination of education and experience.
