Under immediate (Behavioral Health Mobile and Crisis Clinician) or general (Senior Behavioral Health Mobile and Crisis Clinician) supervision, provides on a 24-7 basis, immediate crisis intervention and stabilization services to individuals who are experiencing a mental health emergency or urgent mental health situation on an intermittent basis; triages, assesses, and provides crisis mental health support services for persons seeking specialty mental health services, or experiencing a mental health emergency utilizing culturally sensitive, client/family-centered, strength-based, wellness and recovery models of service delivery, telephonically and in person, in a variety of clinical and non-clinical settings.
DISTINGUISHING CHARACTERISTICS:
This is a two-level classification series that supports the Crisis Team, whose goal is to provide a single point of entry for persons seeking crisis services on a 24-hour-a-day, seven-days-a-week basis throughout Ventura County. Behavioral Health Mobile and Crisis Clinician (unlicensed) and Senior Behavioral Health Mobile and Crisis Clinician (licensed) are distinguished from the Behavioral Health Clinician series by the crisis/emergency situation of the individual/family, and the rapid mental health services that are provided in response to the situation that will allow the individual to remain in the least restrictive care possible.
The 24/7 nature of the work requires Behavioral Health Mobile and Crisis Clinicians to work evenings, weekends, and/or holidays. These positions may include overnight/weekend shifts and/or some responsibility for 24/7 “on-call” and standby duties.
The Per Diem Pool (PDP) classifications are distinguished from the Regular classifications in that the incumbents in these classifications receive limited benefits. They will receive shift differential, standby and callback premium pay and will participate in the Ventura County Employees’ Retirement Association if they are assigned a biweekly work schedule of 64 hours or more. Incumbents hired into these positions are not guaranteed any specific number of work hours per biweekly pay period, and management has the authority to relieve them from duty when there is insufficient work.
PAYROLL TITLE(S): Crisis Team Clinician/Senior Crisis Team Clinician
APPROXIMATE SALARY:
Crisis Team Clinician: $31.04 – $43.52 per hour
Crisis Team Clinician PDP: $43.52 per hour
Sr. Crisis Team Clinician: $32.60 – $45.67 per hour
Sr. Crisis Team Clinician PDP: $45.67 per hour
EDUCATIONAL/BILINGUAL INCENTIVE: Possible educational incentive of 2.5%, 3.5%, or 5% based on completion of Associate’s, Bachelor’s, or Master’s degree. Incumbents may also be eligible for bilingual incentive depending upon operational need and certification of skill.
AGENCY/DEPARTMENT: Health Care Agency / Behavioral Health
Crisis Team Clinician and Senior Crisis Team Clinician – Regular and Per Diem are represented by the Service Employees’ International Union (SEIU) and are eligible for overtime compensation.
The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-Term), Intermittent, and Extra-Help vacancies within the Health Care Agency. There are currently ten (10) Regular vacancies.
NOTE: If appointed at the lower level, incumbent may be promoted to the higher level without further examination upon meeting the minimum requirements, demonstrating satisfactory performance, and in accordance with the business needs of the department.

EXAMPLES OF DUTIES
Duties may include but are not limited to the following:
Behavioral Health Mobile and Crisis Clinician
- Triages, assesses, and provides referrals to individuals (children, transitional age youth/”TAY” and adults) seeking specialty mental health services;
- Provides crisis intervention services to individuals in the community and Emergency Rooms experiencing an urgent or emergency mental health situation utilizing culturally-sensitive, client/family-centered, strength-based, wellness and recovery models of service delivery;
- Performs clinical documentation and maintains productivity according to department standards with minimal administrative oversight;
- Collaborates on behalf of the consumer/family with other support services provided by health care, social services agencies and community organizations;
- Participates in staff meetings, VCBH trainings on various topics such as cultural competency, compliance, co-occurring disorders and substance abuse;
- Provides administrative support services including outreach and information about how to access and apply for state and federal programs (such as Medi-Cal), performs pre-screening and assists in paperwork completion to determine eligibility;
- Operates a vehicle to transport individuals and their families for the purpose of providing crisis mental health services; and
- Performs related duties as required.
Senior Behavioral Health Mobile and Crisis Clinician
In addition to the duties above, the Senior Crisis Team Clinician:
- Independently triages, assesses, and provides referrals to individuals (children, transitional age youth/”TAY” and adults) seeking specialty mental health services;
- Independently completes clinical documentation and maintains productivity according to department standards with minimal administrative oversight;
- Provides 5150 evaluations and writes involuntary holds as appropriate; and
- Performs other related duties as required.
TYPICAL QUALIFICATIONS
These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.
EDUCATION, TRAINING, and EXPERIENCE:
Behavioral Health Mobile and Crisis Clinician / Behavioral Health Mobile and Crisis Clinician – Per Diem Pool
A Master’s degree in one of the following is required:
Marriage & Family Counseling;
Counseling Psychology;
Clinical Psychology;
Clinical Counseling;
Clinical Mental Health Counseling;
Counseling with an emphasis in Marriage, Family and Child Counseling;
Social Work with an emphasis on Clinical Social Work; OR
Other equivalent Master’s degree from a college or university approved by the California Department of Consumer Affairs, Board of Behavioral Science Examiners;
AND
Must either be currently registered with the California Board of Behavioral Sciences (BBS) as a(n):
Associate Marriage and Family Therapist;
Associate Clinical Social Worker; OR
Associate Professional Clinical Counselor*
AND
A minimum of one (1) year of experience (may be pre- or post-Master’s degree) in an acute or residential setting for Seriously Mentally Ill (SMI) Adult or Seriously Emotionally Disturbed (SED) youth, or outpatient public mental health setting providing mental health services to Transitional Aged Youth (TAY), adults or older adults with serious mental illness or youth with serious emotional disturbance and their families.
NECESSARY SPECIAL REQUIREMENTS (Behavioral Health Mobile and Crisis Clinician)
- Must have at time of hire and maintain a current Board of Behavioral Sciences registration number as a condition of continued employment.
- Must obtain an LMFT license, LCSW license or LPCC license with the California BBS within six (6) years of initial registration as an Associate Marriage Family Therapist, Associate Clinical Social Worker, or Associate Professional Clinical Counselor as a condition of continued employment.
Senior Behavioral Health Mobile and Crisis Clinician /Senior Behavioral Health Mobile and Crisis Clinician – Per Diem Pool
A Master’s degree in one of the following is required:
Marriage & Family Counseling;
Counseling Psychology;
Clinical Psychology;
Clinical Counseling;
Clinical Mental Health Counseling;
Counseling with an emphasis in Marriage, Family and Child Counseling;
Social Work with an emphasis on Clinical Social Work; OR
Other equivalent Master’s degree from a college or university approved by the California Department of Consumer Affairs, Board of Behavioral Science Examiners;
AND
Must possess and maintain a valid California License as a:
Marriage and Family Therapist;

A minimum of three (3) years of experience (two (2) years must be post-Master’s degree) working in an acute or residential setting for Seriously Mentally Ill (SMI) Adult or Seriously Emotionally Disturbed (SED) youth, or outpatient public mental health setting providing mental health services to Transitional Aged Youth (TAY), adults or older adults with serious mental illness or youth with serious emotional disturbance and their families.
NECESSARY SPECIAL REQUIREMENTS (Senior Behavioral Health Mobile and Crisis Clinician)
- Incumbents are required to maintain a LMFT (Licensed Marriage and Family Therapy) license, LCSW (Licensed Professional Social Worker) license or LPCC (Licensed Professional Clinical Counselor) license with the California Board of Behavioral Sciences as a condition of continued employment.
- Licensed Crisis Team Clinicians who are California Licensed Professional Clinical Counselors must complete a minimum of six (6) hours of continuing education, specific to marriage and family therapy, in each license renewal cycle as a condition of continued employment.
- Travel throughout Ventura County may be required and therefore, a valid California driver license is required.
- Crisis team positions may require evening, weekend and holiday coverage; and positions may be subject to a flexible work schedule (e.g. 12-hour work schedule rotation).
- Related work experience with a multi-cultural client population is desirable.
NOTE: For all Crisis Team Clinician levels, proof of Master’s Degree and BBS Registration (CTC) or licensure (Sr. CTC) is required by date of hire.
OTHER REQUIREMENTS
This position may be subject to State Health Officer Orders regarding vaccine verification and/or testing. These requirements are a condition of employment. Depending on assignment and work location(s), successful candidates for this position will be required to submit proof of vaccination and/or booster against COVID-19 or request an exemption for qualifying medical or religious reasons during the onboarding process.

KNOWLEDGE, SKILLS, and ABILITIES:
Considerable knowledge of: the diagnosis, assessment, prognosis, treatment, rehabilitation and case management for persons with serious mental illness, alcohol and drug issues, co-occurring disorders and/or youth with serious emotional disturbance; effective therapeutic techniques and modalities; psychosocial and cultural factors affecting mental health and service delivery; and administrative procedures related to the delivery of mental health services, and Medi-Cal, state and federal mental health programs descriptions, treatment benefits, application procedures, etc.
Ability to: establish and maintain effective working relationships with others as part of a multi-disciplinary, multi-cultural team; assess, treat and manage cases for an ethnically diverse population with mental illness and their families; communicate effectively in writing and orally, including public speaking; efficiently organize time and workload responsibilities; effectively utilize agency and community resources; conduct group meetings, interpret and explain laws, rules and regulations to other staff, clients, family members and the public; and help implement state, federal and County mental health programs.
